Theresa May will announce plans to make it harder for developers who “sit on land and watch its value rise” to get planning permission from councils as part of proposals to tackle the “national housing crisis”.

The Prime Minister will stress she “cannot bring about the kind of society I want to see, unless we tackle one of the biggest barriers to social mobility we face today” – the lack of affordable housing.

Writing in the Daily Telegraph ahead of Monday’s speech, Mrs May took aim at housebuilders constructing “row after row of identikit red-tiled boxes” in towns and cities with the plans putting a focus on buildings which suit their surroundings.

The centre-right coalition in Italy has won about 37% of the parliamentary vote, according to preliminary results from Sunday’s election released by the country’s interior ministry.

The 5-Star Movement has taken about 31%, with the centre-left coalition far behind with 23%.

With no faction winning a clear majority, the results early on Monday confirm that negotiations to form a government that can win a confidence vote in parliament are likely to be long and fraught.

The partial results show the right-wing, anti-immigrant League party of Matteo Salvini surpassing the establishment Forza Italia party of ex-premier Silvio Berlusconi.

Profits at Daily Mirror publisher Trinity rose last year as the benefits of a cost-cutting drive offset falling revenues, with the group also announcing a name change following a deal to buy the Daily Express.

Pre-tax profits at Trinity Mirror grew from £76.5 million to £81.9 million in 2017, while revenue fell 12.6% to £623.2 million on the back of declining print advertising sales.

Print advertising revenue fell by 24.9% in the period, or 19.3% on a like-for-like basis.
