Train passes?

BEING a pensioner I was looking forward to having the new bus pass to be used nationwide, supplied by the Government and which will be helpful.

However, my question is if it was for pensioners nationwide why did this not apply to local train journeys?

To use the train it appears it is the district councils' decision; so why do Coventry, Dudley, Sandwell, Solihull, Walsall and Wolverhampton, have this concession and pensioners in Bromsgrove and some other districts do not?

The local council has taken enough off pensioners in the past regarding car passes and swimming concessions. Surely they can look into the train concessions like other councils which I'm sure pensioners would find helpful? We thought we would be able to use the train for local journeys with the new pass.

I do not ask for a lot and do not take things for granted but I do not understand why some councils make this decision to help pensioners and others can't.
