Tramp wards in Bromsgrove would detain professionals and compel them to perform tasks such as stone breaking, while men out of work through no apparent fault of their own would be accommodated for the night and sped on their way. A ticket enabling the holder to obtain a meal of bread and cheese was hoped to prevent casual almsgiving or stealing in the area.

 AT Droitwich Rural District Council the chairman asked the committee to consider a report on sanitation in HillEnd proposing that owners of property should provide proper earth closets, one for each house wherever possible. In one case there were five houses with a population of 18 with one privy and in another case occupants of one house had to cross a public road and go round several houses to reach their closets. The report was adopted.
