A PLAN for 13 houses in Badsey was passed unanimously by Wychavon District Council.
The application at land opposite 90 Bretforton Road has been passed despite opposition from Badsey Parish Council.
Cllr Richard Lasota said: "I do not think there is much we can do with this application except pass it.
"I know the parish council are not happy about it but I do not think we can do anything on planning terms."
Cllr Keith Wright agreed with Cllr Lasota and seconded the motion.
